Unzip the files 
Note the use license in https://gadm.org/data.html: The data are freely available for academic use and other non-commercial use. Redistribution, or commercial use is not allowed without prior permission.

DEU_adm_shp contains a country shapefile provided by `GADM <http://www.gadm.org>`_. 
You can instead choose any other country in https://gadm.org/download_country_v3.html
